PROBLEM TO BE SOLVED: To provide an antiseptic and mildewproofing agent that increases a mildewproofing effect by a 1,2-alkanediol even being an emulsion-based cosmetic or skin care preparation and a cosmetic and a skin external preparation containing the antiseptic and mildewproofing agent.SOLUTION: The antiseptic and mildewproofing agent comprises (A) a 6-12C 1,2-alkanediol and (B) an oligomer ester obtained by condensing one or more of 6-22C hydrocarbon chain-containing bicarboxylic acids and a polyglycerol having an average polymerization degree of 2-15.
