The present invention provides a method for quickly synthesizing a product at a high yield as compared to a conventional method with respect to a high-temperature synthesis reaction using hydrothermal reaction and/or microwave based on carbon nanoparticles which are surface-coated with PEG or PEI. In the case of a synthesis method through a microwave, according to a change in a molecular weight of PEI used in reaction, the gene delivery finality to synthesized particles is differently determined. In the case of carbon nanoparticles coated with PEI, various types of fluorescent dyes can be bonded through surface modification and thus can be applied to a multiple imaging system. In the case of carbon nanoparticles coated with PEG, as different types of pharmaceutical active ingredients and genes or the like can be stacked by using an aromatic structure inside a particle, it is suitable for a chemotherapy formulation with respect to a tumor and/or a disease cell. In addition, the heating ability by light-sensitivity when a near-infrared laser is radiated has an apoptosis ability specific to a tumor and/or a disease cell near a particle. Therefore, according to the present invention, the complex therapy (the chemotherapy and/or light-sensitive heat generating therapy) based on carbon nanoparticles which are surface-coated with PEG or PEI is excellent, a surface of the particle is modified according to a purpose to be bonded with a target ligand, and it can be used as target therapeutics for selectively targeting a target cell or a target tissue.
