A melting temperature of the second resin material is higher than a melting temperature of the first resin material, and the surface-treated section of the elastic member and the outer circumferential surface of the outer layer are connected to each other at a temperature equal to or higher than the melting temperature of the first resin material and lower than the melting temperature of the second resin material.
