PROBLEM TO BE SOLVED: To provide a method, etc. capable of measuring or controlling an activity state of a living body or change thereof while improving spatial resolution and temporal resolution.SOLUTION: A living body is irradiated with an electromagnetic wave including wavelength in a designated wavelength range, and characteristics related to the electromagnetic wave in a local area in the living body are detected. Or, a biological activity in the local area is controlled by using the characteristics related to the electromagnetic wave. Here, the "designated wavelength range" is determined on the basis of a phenomenon used for detecting or controlling an activity state of the living body or change thereof.
