PROBLEM TO BE SOLVED: To provide a fine particle-filling device capable of uniformizing the amount of fine particles dropping through a discharge port and further improving the quality of products.SOLUTION: A fine particle-filling device 1 is provided with a hopper 2 having a storage tank 5 for storing a cosmetic C2 inside. The storage tank 5 comprises a round plate-like dish-shaped part 51 in which a feeding port 51A is formed at the vertically upper side, and a cylindrical discharge port 52 formed at the vertically lower side, and an area of the discharge port 52 is formed smaller than that of the feeding port 51A. Further, the storage tank 5 comprises a cylindrical tubular body 53 having the same cross-sectional shape as that of the discharge port 52 from one end to the another end. The tubular body 53 is inserted into the inside of the storage tank 5 through the feeding port 51A, and the one end of the tubular body is combinedly fitted on the discharge port 52.
