PROBLEM TO BE SOLVED: To provide a touch panel surface member which has a function capable of making a finger or various kinds of touch pens smoothly slide on a screen when operating a screen with the finger or various kinds of touch pens, and which is excellent in screen resolution and can suppress deterioration of visibility, and to provide a touch operation type display device including the surface material.SOLUTION: A touch panel surface member includes a flat and smooth transparent plastic substrate which has punctiform, transparent and minute projecting parts. A touch operation type display device includes the touch panel surface member or a surface material obtained by bonding the touch panel surface member to transparent glass or transparent plastic material.
