The present invention relates to a cosmetic and skincare composition and a preparing method thereof. More specifically, the cosmetic and skincare composition inoculated and ferments Tremella fuciformis, Acacia senegal, and Diospyros kaki in microorganisms of Rhizobium species. According to the present invention, the composition, which is derived from natural substances and is without cytotoxicity, has excellent antioxidant, anti-aging, and skin regeneration functions to be used as a functional cosmetic composition of antioxidative and anti-aging functions, and more particularly, of skin regenerating and anti-wrinkle functions, thereby being useful in the cosmetics industry.본 발명은 피부 미용 화장료 조성물 및 그 제조 방법에 관한 것으로서, 보다 상세하게는, 리조비움 속(Rhizobium sp.) 미생물을 흰목이버섯, 아카시아세네갈검 및 감잎에 접종 및 발효시켜 제조되는 피부 미용 화장료 조성물 및 이의 제조 방법에 관한 것이다. 본 발명의 피부 미용 화장료 조성물은 세포 독성이 없는 천연물 유래의 조성물로서 항산화, 피부 노화 억제 및 피부 재생 촉진이 우수하여 항산화 작용 및 항노화 작용, 특히, 피부 재생 및 주름 개선용도의 기능성 화장료 조성물로서 적용가능하므로 화장품 산업상 매우 유용한 것이다.
