PROBLEM TO BE SOLVED: To provide a correction image creation device, an imaging device, a radiation imaging device, a program and a correction image creation method which does not create a correction image on which noise is overlapped but can easily create a correction image with less noise when creating a correction image for off-set correction.SOLUTION: A correction image creation device comprises: acquisition means which acquires at least one original image being original when creating a correction image used for off-set correction with respect to an image obtained with imaging determination means which determines whether or not noise from the outside being at least one of noise due to the scattered ray of the radiation, noise due to impact and noise due to the electromagnetic wave is overlapped on the original image and creation means which creates a correction image using only the original image determined to be the one on which the noise from the outside is not overlapped by the determination means.
