The purpose of the present invention is to provide a powdered composition which is a pharmaceutical preparation exhibiting a strong dry skin-suppressing effect and containing well-balanced amounts of an aqueous component and an oil component, balances being easily absorbable with imparting a youthful fresh feeling, has the appearance of being a powder while liquifying when applied to the skin, and exhibits excellent usability without causing squeakiness. This powdered composition is characterized by containing (a) a fluorine-treated powder, (b) an oil component which is a liquid at room temperature, and (c) an aqueous component which exhibits a surface tension value of 45-65 mN/m, inclusive, and in that rubbing causes the composition to liquify. The powdered composition is further characterized in that the (b) component content is 1-50 mass%, and the ratio of the (b) component to the (c) component is 1:10-3:1.
