A vector for treating ciliary disease such as Bardet-Beedle syndrome, wherein the vector comprises a promoter operably linked to the cilia disease gene, wherein the vector transduces the ciliary gene into multiple organs. And the promoter is a ubiquitous promoter capable of providing expression of a cilia disease gene in a transduced organ, the cilia disease gene corresponding to a functional protein mutated in cilia disease. A vector encoding the protein is described.
