Disclosed is a system for one of monitoring or controlling pests. The system includes a container with an interior chamber. The container is adapted to be received in a subterranean cavity for one of monitoring or controlling subterranean pests. The container is constructed of an environmentally degradable plastic capable of degrading within the subterranean cavity. One of a monitoring material or a bait material is disposed within the interior chamber of the container for monitoring or controlling subterranean pests. The monitoring material or the bait material disposed within the container has a predetermined useful life following placement of the container into the subterranean cavity. The biodegradable container has a predetermined degradation half-life which correlates with the useful life of the bait.
