PROBLEM TO BE SOLVED: To provide a lighting apparatus capable of expanding light control range of itself by using an existing light control lighting apparatus, and a lighting system.SOLUTION: A lighting device 17 lights lamps 20, 21 in a prescribed light control range and illuminates the irradiation part. A lighting device 18 lights lamps 19, 22 in a prescribed light control range and illuminates the irradiation part. A shading plate 26 dimms out the light of the lamps 19, 22 and illuminates the irradiation part. Only the lamps 19, 22 are lighted by a minimum light control output of the lighting device 18. The lamps 19, 22 are lighted up to the nearly maximum light control output, and nextly, the lamps 20, 21 are lighted and light-controlled.
