PROBLEM TO BE SOLVED: To perform evaluation after efforts ecological system conservation and recovery by systematically dealing with the ecological system conservation and recovery on the basis of an ecological system potential in a present status.SOLUTION: The evaluation system includes: site environment total score calculation means 100 for calculating site environment total scores as a latent ecological system potential； initial habitat total score calculation means 110 for calculating initial habitat total scores as an initial actual ecological system potential； ecological system conservation/recovery dealing determination means 120 for determining whether to execute efforts of ecological system conservation/recovery； and target habitat total score setting means 130 for, when executing the efforts of the ecological system conversation/recovery, setting target habitat total scores which are not less than the initial habitat total scores.【課題】 現況の生態系ポテンシャルに基づいて、生態系保全及び回復への取り組みをシステマチックに行い、生態系保全及び回復への取り組み後の評価を行う。【解決手段】 潜在的な生態系ポテンシャルである現地環境総評点を算出する現地環境総評点算出手段１００と、当初における実際の生態系ポテンシャルである当初ハビタット総評点を算出する当初ハビタット総評点算出手段１１０と、生態系保全回復への取り組みを実施するか否かを判定する生態系保全回復取組判定手段１２０と、生態系保全回復への取り組みを実施する場合に、当初ハビタット総評点以上の目標ハビタット総評点を設定する目標ハビタット総評点設定手段１３０とを備える。【選択図】図１
