A dry powder nicotine formulation suitable for inhalation is described. The formulation includes nicotine particles, wherein the nicotine particles are substantially in size from about 1 to 10 microns, preferably in the size range of from 2 to 5 microns. The formulations may also comprise a cough inhibitor component having particles in the size range of 5 to 100 microns. The formulation may also include a cough inhibitor component having particles in the size range of 10 to 200 microns.
