PROBLEM TO BE SOLVED: To provide a method for efficiently carrying out a process from introduction of a promoter sequence until activation of plant gene in a relatively simple way. SOLUTION: This method for activating the plant gene includes a process for introducing an expression casette having a promoter functional in plant roots and practically containing no terminator functional in the plant roots in the downstream into plant tissues through Agrobacterium rhizogenes and forming capillary roots.
