PROBLEM TO BE SOLVED: To propose a device and the like that allows characteristics of a body to be measured to be easily measured.SOLUTION: In a characteristics measurement device 1, a signal source 11 generates a predetermined reference AC signal S0, and a phase shift section 13 generates an application AC signal S1 having a given phase difference from the reference AC signal S0 on the basis of the reference AC signal S0. A measuring probe 30 applies the application AC signal S1 to a body to be measured and receives a response signal S2 corresponding to the application AC signal S1. A multiplication section 50 detects the response signal S2 on the basis of the reference AC signal S0. A phase difference control section 110 controls the phase shift section 13 and causes the phase shift section 13 to convert the phase difference in a time division manner.
