PROBLEM TO BE SOLVED: To provide a hollow fiber membrane module in which the damage of a hollow fiber membrane can be avoided without sticking a buffer plate to a part of a hollow fiber membrane bundle even when a potting agent creeps up, and to provide a method for manufacturing the hollow fiber membrane module and a tool for forming a potting part, which is used at a potting step.SOLUTION: Each of both ends of the hollow fiber membrane bundle 5 is sealed by the potting part 10. The inside of a casing 2 is divided into an empty space for the liquid to be treated through which the liquid to be treated is made to pass and an empty space for a treated liquid through which the treated liquid is made to pass. A connection port becoming a supply port or a discharge port of the liquid to be treated is arranged and communicated with the empty space for the liquid to be treated. The inflow port 13 or the outflow port of the treated liquid is arranged and communicated with the empty space for the treated liquid. The buffer plate 41 is arranged between the opening of the inflow port 13 or that of the outflow port and the hollow fiber membrane bundle 5.
