The present invention relates generally to emergency supplies, and more specifically to tourniquets suitable for use with one hand. One embodiment of the present invention is directed to a tourniquet having a base defining a first end and a second end. The shrink band is attached to and extends from the first end of the base. The winding handle is engaged with the shrink band. The shrink band is threaded through a self-tightening stepped buckle. The buckle connector includes a hook member that engages the stepped buckle and is partially held in place by biasing against the loop of the shrink band.
