Provided is a cosmetic solution which can give a satisfactory moist feeling and has an excellent whitening effect. The cosmetic solution according to the present invention contains 40-50 wt% ethoxydiglycol, 20-30 wt% propylene glycol, 10-20 wt% ascorbic acid, and 1-10 wt% 3-O-ethylascorbic acid (the remainder is water).
