PROBLEM TO BE SOLVED: To provide an apparatus and a method for manufacturing an uneven sheet, by which the uneven sheet can be efficiently manufactured and energy consumption amount in manufacturing can be reduced.
SOLUTION: The apparatus for manufacturing the uneven sheet is equipped with a first roll 11 having a peripheral surface of an uneven-shape and a second roll 12 having an uneven-shape engaging with the uneven-shape of the roll 11 on its peripheral surface, and a locking material 16 is disposed in the recess part 15 of the first roll 11. In the method for manufacturing the uneven sheet, a first sheet-like matter 1 is bitten in an engaging part between the first roll 11 and the second roll 12 to shape the first sheet-like matter 1 to an uneven-shape. Further, part of the first sheet-like matter 1 pushed in the recess part 15 of the first roll 11 when being bitten-in is locked to the locking material 16 in the recess part 15. Then, while holding the first sheet-like matter to the peripheral surface of the first roll 11 in a state of being shaped to the uneven shape, a second sheet-like matter 2 is joined to the first sheet-like matter 1 located on the projection part of the first roll 11.
