PURPOSE: To prevent the outflow, etc., of seeds by mixing seeds into a slurry, in which clay mineral pulp, water and adhesives are mixed at a specific weight ratio, and coating the surface of an artificial vegetation foundation bed with the slurry. CONSTITUTION: A clay mineral such as sepiolite, zeolite, etc., is prepared so that maximum grain size reaches 200μm or less. The pulp of a needle-leaf tree, a broadleaf tree, etc., and cotton pulp, etc., are de-woven, thus preparing pulp. Vinyl acetate or vinyl chloride adhesives are prepared. A clay mineral, pulp, water and adhesives are mixed at a weight ratio of 100:2-12:100-300:10-40, thus preparing the slurry. Seeds treble as much as the standard quantity of seeding are mixed with the slurry, and the surface of an artificial vegetation foundation bed is coated with the slurry in a thickness of 1-5mm by a spatula, a roller, etc.
