An actuator apparatus 2 provided in an image pickup apparatus and an endoscopic apparatus according to the invention includes a mobile unit 4 that is movable forward and backward, an urging unit 10 that urges the mobile unit in one direction, and a wire 8 (28) fixed to the mobile unit. In this case, both ends of the wire are connected to a driving source that moves the mobile unit in the other direction against the urging force by the urging unit. According to the invention, the implementation of a small actuator apparatus in a simple structure allows the reduction of the diameter of the image pickup apparatus and endoscopic apparatus including the actuator.
