PROBLEM TO BE SOLVED: To provide wheat flour having excellent secondary processability, especially excellent bread-formation suitability and noodle formation suitability even when soft wheat is used as a raw material, and especially providing high-quality breads, Chinese noodles, and instant noodles when processed to the breads, the Chinese noodles, and the instant noodles, and to provide a wheat flour composition having effects equal to those of the wheat flour.

SOLUTION: The wheat flour is obtained by using the soft wheat as the raw material, and has 80 mass% or more of grains having a size of 45-150 &mum, and 60 mass% or more of grains having a size of 45-100 &mum. The wheat flour composition contains 20 mass% or more of the wheat flour.
