The present invention provides a cosmetic comprising: a screen net including one or more materials selected from a group consisting of polyurethane, a thermoplastic elastomer (TPE), polyester, polyether, acryl, and olefin； and an absorber being adjacent to the screen net. Also, provided is a manufacturing method thereof. The cosmetic of the present invention can appropriately control the discharge extent of content when using the content, can use residual of the content immersed by elasticity of the absorber, and widens selection of the absorber which was limited by types of existing absorbers and the pore size of the absorber.본 발명은 폴리우레탄, TPE(thermoplastic elastomer), 폴리에스테르, 폴리에테르, 아크릴 및 올레핀으로 이루어진 그룹에서 선택되는 하나 이상의 재질을 포함하는 스크린망； 및 상기 스크린망과 인접한 흡수재；를 포함하는 화장품 및 이의 제조방법을 제공한다. 본 발명의 화장품은 내용물 사용시 내용물의 배출 정도를 적정하게 조절 가능하고, 흡수재의 탄성에 의하여 담지된 내용물의 잔량을 최대한 사용가능하며, 기존 흡수재의 종류 및 흡수재의 기공 크기 등에 의하여 제한적이었던 흡수재의 선택의 폭을 넓게 해준다.
