PROBLEM TO BE SOLVED: To provide a heating pad which has high safety to the human body, can alternatively warm only a specific part, saves electric power, and is easy to handle.SOLUTION: The heating pad 10 has a surface heater 11 which generates heat by conducting and is within the limits of 20-60 cm in length and width, wiring 24 for supplying an electric current to the surface heater 11, and a thermal fuse 17 which is prepared within the wiring 24 and on the plane of the surface heater 11 and intercepts an electric current flowing through the wiring 24 if a predetermined temperature is reached. Even if any part of the surface heater 11 is overheated, the heat is transmitted to the thermal fuse 17 through the surface heater 11 before it is transmitted to the outside and the thermal fuse 17 intercepts electric power supplied to the surface heater 11.
