PROBLEM TO BE SOLVED: To provide granules in which a granule disintegration rate is high, stimulation to an applying part hardly occurs, and strength is provided enough to maintain stability during preparation.SOLUTION: Granules contains following components (A)-(C): (A) a composite resin emulsion which is obtained by generating an urethane prepolymer ((a) component) including an isocyanate group and a carboxyl group by reacting a polypropylene glycol, a dimethylolpropionic acid, and an aliphatic or an alicyclic polyvalent isocyanate, performing emulsification dispersion of a mixture of the neutralized product of the (a) component and the (b) component in an aqueous medium to obtain an emulsion, and polymerizing the (b) components in the emulsion under existence of a polymerizable monomer ((b) component) of which glass transformation temperature is 95-105°C obtained by polymerizing polymerizable monomers including an ester group-containing (meta) acrylic acid monomer (B) a water insoluble powder and (C) granules containing oil of which melting-point is 65-75°C. A cosmetic blending the granules is provided.
