The present invention relates to a cosmetic composition with antioxidation and antibacterial abilities, containing a fermented or non-fermented extract obtained by mixing and extracting two or more herb medicines selected from the group consisting of gardenia seeds, safflower seeds, phellodendron, and gallnut. The cosmetic composition of the present invention does not cause side effects or have toxicity, and exhibits antioxidation and antibacterial effects, and thus can be useful as a cosmetic, hygiene or quasi-drug composition showing antioxidation and antibacterial abilities.본 발명은 치자, 홍화, 황벽, 오배자로 구성된 군으로부터 선택된 2개 이상의 조합 생약의 발효 또는 미발효 추출물을 유효성분으로 함유하는 항산화 및 항균력을 갖는 화장료 조성물로서 인체에 대한 부작용이나 독성이 없으며, 항산화능 및 항균 효과를 나타내, 항산화능 및 항균 효과를 나타내는 화장료, 위생용품 또는 의약부외품 조성물로 유용하게 이용할 수 있다.
