The rope winding device 70 energizes a rope 75 to a direction winding the rope, drawably holds the rope 75, and has a lock function for preventing the rope 75 from drawing when at least predetermined force is added to the direction drawing the rope 75. The fixing device 30 comprises a column fixing part 40 fixed to the column 10, and a trunk fixing part 50 fixed to the trunk M of the tree T.
