A powder for use in a cosmetic is provided. Said powder is highly water-repellent； feels smooth, light, and moisturizing； and adheres well to the skin. The use of said powder in a cosmetic provides said cosmetic with a pleasant feel； excellent, long-lasting efficacy； and superb temporal stability. The present invention is a powder for use in a cosmetic, said powder having been surface-treated by a silicone gel. Surface-treating said powder with a silicone gel makes the powder highly water-repellent； produces a smooth, light feel； provides the moisturizing feel characteristic of silicone gels； and makes the powder adhere well to the skin. This powder is preferably either an inorganic powder, an organic powder, or a compound powder consisting of an inorganic powder and an organic powder.
