PROBLEM TO BE SOLVED: To provide a weed-proof board capable of suppressing luxuriant growth of plants and flattening a construction surface, and a weed-proof set.SOLUTION: A weed-proof board 2, which is laid on a ground surface to suppress luxuriant growth of plants, includes a hard resin board 3 made of a synthetic resin, and a nonwoven fabric 4 that is superposed on a surface of the resin board. A burial part 2c for being buried into the ground by being bent to a back side along a bending line is provided, and a bending groove 6 is formed on the back side of the resin board 3 in the bending line.
