Provided are a concentrated liquid hair cleaning composition which does not result in occurrence of precipitate due to cationic polymers, and a manufacturing method thereof. This concentrated liquid composition contains (A) 0.1-5 mass% of a cationic polymer having a structure represented by general formula (1), (B) 40-60 mass% of an anionic surfactant, and (D), 45 mass% or less water.
