PROBLEM TO BE SOLVED: To provide a manual rotating unit in which an operating characteristic of a handle used for rotational driving of the manual rotating unit.SOLUTION: When the first handle lever part is oscillated in a drawing direction, an oscillating shaft at the first handle lever part is connected to a rotating shaft of the first input gear through the first clutch. However, the rotating shaft of the second input gear and the oscillating shaft of the second handle lever part are cut through the second clutch. Then, the rotating force of the oscillating shaft of the first handle lever part is transmitted to the output rotating shaft through the first input gear and an output gear. To the contrary, when the second handle lever part is oscillated in a pushing direction, the oscillating shaft of the second handle lever part is connected to the rotating shaft of the second input gear through the second clutch and in turn the rotating shaft of the first input gear and the oscillating shaft of the first handle lever part are cut through the first clutch. Then, the rotating force of the oscillating shaft of the second handle lever part is transmitted to the output rotating shaft through the second input gear and the output gear.
