This invention relates to a water drawing and watering device having splashing spray effect, comprising a pipe body, a water drawing member, and a valve component, wherein the pipe body comprises a flow channel running through a first end and a second end, the first end having a water outlet and the second end having a flexible first section the water drawing member comprises a water drawing pipe capable of being placed underwater, the water drawing pipe having one end as a water drawing end and the other end communicated with the second end of the pipe body and the valve component is used for opening or closing the flow channel.
