The cell (200) has conducting elements (207, 209) formed on a surface of a substrate, where the conducting elements are separated by slits (202-204). Capacitive loads (206) vary the length and/or electric width of the slits. The conducting elements and loads are arranged so that a conducting surface of a microwave signal is formed in order to create a resonator with inductive dominance in a configuration, and one slit is formed around one conducting element to create a resonator with capacitive dominance in another configuration, where the conducting surface surrounds the conducting element. The capacitive loads are selected from one of diodes, microelectromechanical system (MEMS), or ferroelectric capacitors.
