The sound signal apparatus for a visually impaired person which provides voice alerts on the status of a traffic light, includes a master sound signal apparatus which adjusts the sound volume of the traffic light voice alert to a sound volume corresponding to a certain time period, where the sound volume for each time period has been preset.
