PROBLEM TO BE SOLVED: To provide an aqueous composition for on-Steroidal Anti-Inflammatory Drugs (NSAIDs) containing foaming formulation having the following features: containing a surfactant having low skin stimulation property having no at an applied part and having shape retention property upon foaming.SOLUTION: The present invention relates to an aqueous composition for NSAIDs containing foaming formulation containing polyoxyethylene hardening castor oil having 20 to 60 of average addition mole number in ethylene oxide and at least one kind of nonionic surfactant selected from a group consisting of polyoxyethylene sorbitan fatty acid esters having 12 to 18 of average addition mole number in ethylene oxide and 15 to 25 of average addition mole number in carbons in fatty acid.
